Joy Pollock

Finance and Operations Director

Joy Pollock is a development program management professional complementing the HDI team with over 34 years of international development and public health program administration experience in Asia, the Near East and Caribbean.

Joy oversees project operations, financial management and procurement and has performed subaward management in Guyana, Asia, the Caribbean and India since 2004. As HDI’s lead project manager, she works closely with HDI’s co-founders, project team members, collaborating partners, and USAID to ensure the achievement of project objectives.

Howard Delafield International benefits from Joy’s extensive international development experience and knowledge from both sides of activity management, planning and developing public health activities and programming for the U.S. Government, large private foundations, and a women-owned small business.

Prior to joining the HDI team, Joy served as a Field Project Manager with direct oversight of a country office under a large USAID-funded contract agreement and gained diverse operational and management experience working with USAID contracting and acquisition policies and procedures, as well as financial management, reporting, performance monitoring and the evaluation of field programming. For over 20 years, she worked on STI/HIV/AIDS programming, assuring quality control and the achievement of objectives at the activity level as well as leading the HIV/AIDS strategy development for USAID/Indonesia.

Joy holds a Master’s Degree in Public and International Affairs (MPIA) from the Graduate School of Public and International Affairs from the University of Pittsburgh, and a Bachelor of Arts (BA) in Economics and Government from Simmons College, Boston, MA.
